A fleet is the unit you deploy on Heighliner: one or more agents running one harness, such as Claude Code, Codex, Hermes, OpenCode, a container or your own endpoint, under one manifest, one budget and one policy.
A fleet of one is the common case: an SEO agent on one site, or a nightly report. When work is wider than one agent, the same fleet can run several, and the budget still caps the whole fleet, so adding agents cannot raise the spend.
Each agent in a fleet gets its own sandbox.

- Budget leaseA budget lease is a small slice of a fleet's dollar budget, $1 by default, that the gateway spends from locally, so caps are enforced on every call without slowing it.
- SandboxOn Heighliner every agent runs in its own sandbox, with keys attached outside it and network egress only through the gateway, so one agent cannot reach another's work.
